Unofficial policy discourse, or track two diplomacy, is an increasingly important part of the changing international security landscape, with the potential to raise new ideas and solutions to conflicts that, over time, may influence official policy.
Talking to the Enemy considers how track two efforts in South Asia and the Middle East have socialized participants into thinking about security in more cooperative terms, and whether the ideas generated in track two forums have been acknowledged at the societal level or influenced official policy. Comparing the two regions, Kaye finds that South Asian dialogues, on Kashmir and other regional issues, have been more somewhat more effective than track two efforts in the Middle East, where lack of progress on official Arab-Israeli peace talks has also hindered unofficial regional dialogues.
The author concludes with assessments of regional security trajectories in both regions, particularly proliferation dynamics, as well as suggestions on how to improve future track two efforts. -

Saddam, he asserts, was deeply involved with al-Qaeda, and indeed dispatched a (never “activated”) 500-man terrorist battalion to North America in 2002. Iraqi forces were awash in WMDs, which they planned to (but never did) launch at American soldiers, and which were finally spirited away to Syria or buried in the sand. And Syria and especially Iran, which now allegedly hosts al-Qaeda’s headquarters, have been busily fomenting turmoil in Iraq and terror throughout the region. Bodansky affirms the Bush Administration’s case for regime change and its larger “axis-of-evil” worldview. But he deplores the invasion itself-Saddam could have been toppled by a coup instigated by Russia or the Arab states, he says-and despairs of the American nation-building project in Iraq, which he feels faces an unstoppable jihad by a coalition of Islamists, Baathists, Sunnis, Shiites, al-Qaeda and even many Kurds, supported by an increasingly anti-American populace. Bodansky offers a microscopically detailed portrait of the byzantine politics of the various Iraqi factions and their regional sponsors, along with a vigorous critique of the chaos, intelligence failures, political ignorance and military overkill that characterize the American occupation. Unfortunately, the book’s jumbled narrative, reliance on unnamable insiders and unverifiable intelligence reports make it difficult to assess its more controversial claims-especially those about Iraqi WMDs, which are typically made off-handedly with few evidentiary citations. The result is an intriguing, but less than compelling, analysis of the Iraqi quagmire. -

The tale opens in Boston and New England in the middle of the 19th century, and describes the experiences of two European siblings shifting from the old to the new world. The two protagonists are Eugenia Munster and Felix Young, who were born in North America, but since their early childhood have lived in Europe; moving from France to Italy, and from Spain to Germany. In this last place, Eugenia entered into a Morganatic marriage with Prince Adolf of Silberstadt-Schreckenstein, the younger brother of the reigning prince who is now being urged by his family to dissolve the marriage for political reasons. Because of this, Eugenia and Felix decide to travel to America to meet their distant cousins, so that Eugenia may "seek her fortune" in the form of a wealthy American husband.
All the cousins live in the countryside around Boston and spend a lot of time together. The first encounter with them corresponds to the first visit of Felix to his family. Mr Wentworth’s family is a puritanical one, far from the Europeans habits. Felix is fascinated by the patriarchal Mr Wentworth, his son, Clifford, and two daughters, Gertrude and Charlotte. They spend a lot of time together with Mr. Robert Acton and his sister Lizzie, their neighbours.
Eugenia’s reaction after this first approach differs from Felix’s one. She is not really interested in sharing her time with this circle. She doesn’t like the Wentworth ladies and does not want to visit them frequently. In contrast, her brother is very happy to share his spare time with Charlotte and Gertrude, spending hours in their piazza or garden creating portraits of the two ladies. -

Cataclysmic hurricanes and flooding in Louisiana, with tragic consequences: Unfortunately, we've been there before. Back in 1889 the Anglo-Greek author Lafcadio Hearn wrote a novel called Chita: A Memory of Last Island (Univ. of Miss., $22). It dealt with the very real hurricane two decades earlier that had nearly swept the barrier island L'Ile Derniere from the map. Recently republished by the University of Mississippi Press, Chita is more than an eerily topical good read. It is an evocative parable of people living the good life on the edge of the abyss, of hubris in the face of savage nature and of the innocents who bear the brunt of the suffering that results from it.
Hearn was a gnomic figure now best known for his evocative writings on Japan, which did much to define how we look at that country even today. Earlier, as a journalist in the Crescent City, he virtually invented the notion of New Orleans as "the city that care forgot," a place where hedonistic pleasures mix with strange, sinister forces and a culture fated to perish, whether by the forces of modernity or, failing that, of nature. The 1856 hurricane, which he learned of through the writings of survivors, gave Hearn the perfect vehicle to elaborate these premonitions.
The story begins at a guest house on the sunny, windswept L'Ile Derniere, or "Last Isle," to which a group of affluent New Orleanians have fled to escape the heat of the city. Their idyll is broken by a storm that quickly swells into a hurricane that swept the entire summer colony into the Gulf. The sole survivor, Chita, is the daughter of a proud New Orleans Creole businessman. She is washed ashore on another island, rescued by Spanish fishermen and eventually raised by them. Her father, now a widower, eventually abandons hope of finding his children. The novel turns on the circumstances of his eventual reunion with his daughter and its tragic consequences.
Hearn believed the world of Chita's father was doomed. Many today -- I'm not one of them -- believe that New Orleans itself is doomed, whether because of its attempt to defy nature or its hedonism. Only time will tell. In the meantime, prophets of gloom have in their corner this minor masterpiece of American literature.

The Turn of the Screw remains one of Henry James's most remarkable narratives, one whose popularity when it was published is matched by its power to stir readers today. It is one of James's most teachable texts, an indispensable reference point for such critical concerns as point of view and unreliable narration. As such, it is an invaluable introduction to the intricacies of James's style and technique in the novels of the "major phase." This revised Norton Critical Edition of The Turn of the Screw is again based on the authoritative New York Edition text, with history and notes. "Contexts" includes twenty-six selections from James's letters, notebooks, and other writings centering on "my little book," the ghost story, and the supernatural. Troilus and Criseyde (circa 1380-87) is Geoffrey Chaucer's poem in rhyme royal (rime royale) re-telling the tragic love story of Troilus, a Trojan prince, and Criseyde. Scholarly consensus is that Chaucer completed Troilus and Criseyde by the mid 1380's. Many Chaucer scholars regard this as his best work, even including the better known but incomplete Canterbury Tales.

Troilus and Criseyde is an example of a courtly romance, and although it does contain many common features of the genre, generic classification is an area of significant debate in most Middle English literature. The character Troilus is mentioned once in Homer as a valiant son of Priam who died in combat, but the actual story is of Medieval origins and first written by Benoît de Sainte-Maure in his poem Roman de Troie; Boccaccio re-wrote the story in his Il Filostrato which in turn was Chaucer's main source. Shakespeare's Troilus and Cressida was based in part on Chaucer's poem. The poem was continued by Robert Henryson in his Testament of Cresseid wherein Henryson, displeased by Chaucer's rather humane treatment of Criseyde, is determined to punish her more openly for her unfaithfulness.
The relationship between Chaucer's Troilus and his source material (Il Filostrato) is discussed extensively by C. S. Lewis in The Allegory of Love. Briefly, Chaucer's poem reflects a less cynical and less misogynistic world-view than Boccaccio's; his Pandarus is well-intentioned and his Criseyde sincere but fearful, rather than simply fickle. The sadness of the story is also lightened by humour. -
