CRI听力:CPC Constitution Amendment Advances with the Times: Party School

Earlier this month, the "Scientific Outlook on Development" has been incorporated into the newly amended Constitution of the Communist Party of China, the CPC, during the 17th National Congress.

Experts say such amendment is crucial to the sound and rapid development of the country.

Yan Shuhan, a researcher with the Party School of the CPC highlights the significance of such amendment.

"It is important to enshrine the "Scientific Outlook on Development" into the Party constitution, for this new item will serve as a guideline for the Party in the following years. While CPC is the governing party in China, such strategic adjustment within the party could subsequently shed light on the development of the whole nation."

Meanwhile, delegates to the CPC National Congress say they are in full support for the new amendment.

Qi Zhala is one of them:

"To incorporate 'Scientific Outlook on Development" into the party constitution could be an effective measure for our country to deal with problems and conflicts concerning sustainable development."

While China has witnessed rapid economic growth in recent years, it has also been confronted with environmental problems and unbalanced regional development. Therefore, it's believed that it has now become an urgent task for the CPC to achieve balance between economic growth and sustainable development.

Based on the situation of the country, the 16th CPC Central Committee has already put forward "Scientific Outlook on Development" at its third plenary session back in 2003.

At the just concluded 17th CPC National Congress, General Secretary Hu Jintao reiterated that the Party's priority on the "Scientific Outlook on Development" is people-oriented development. It underscores comprehensive, balanced and sustainable development.

Another eye-catching amendment to the CPC Constitution is the call for expanded intra-Party democracy. The aim is said to develop people's democracy" by increasing transparency in Party affairs and "opposing and preventing arbitrary decision-making by an individual or a minority of people."

In order to further improve the Party's organizational system, more inspections and monitorings have been added.

"To make Party transparent in accordance with regulations is conducive to its internal supervision and anti-corruption work."
The latest amendment of the CPC Constitution is the fifth since 12th CPC Congress in 1982. This amendment at the 17th Party Congress is believed to reflect "the latest development of the localization of Marxism in China" and "fresh experience gained from the Party-building."
