Recently, China's State-Owned Assets Supervision and Administration Commission released a report, saying that heads of state-owned companies, had suffered pay cuts in 2008 if their performance was judged to be below par.
However, the Beijing Youth Daily, says salary cuts alone, may not be the solution.

It says the system should also be flexible enough to adjust to market forces.
The article says the system should first be applied to top executives, before being implemented across the board.
