South Korea has accepted North Korea's proposal for talks about a troubled joint industrial complex.

This has set up the first official dialogue between the two countries under South Korean President Lee Myung-bak.

South Korean officials said on Sunday that representatives of the two Koreas would meet in the border town of Kaesong on Tuesday to discuss the factory complex.

Sunday's announcement also came a day after North Korea's military warned South Korea that full participation in the US-led Proliferation Security Initiative would be seen "as a declaration of undisguised confrontation and a declaration of a war" against North Korea.(www.hxen.net)

Kim Ho-nyeon is spokesman of South Korean Unification Ministry.

"The PSI is an effort not to proliferate weapons of mass destruction, so it is not aimed towards a certain nation. I clearly point out that PSI is a measure separate from the South-North relationship, so it is not a declaration for confrontation or war."

The program, which began in 2003, has been joined by more than 90 countries to help deter trade in weapons of mass destruction and missiles.

North Korea last week reacted to the UN Security Council's condemnation of its rocket launch by announcing it would restart its nuclear program, expel international monitors and quit six-nation disarmament talks.
