CRI听力: Chinese Climate Expert: Developed Countries Must Shoulder More Responsibility for Climate Cha

Anchor: Meanwhile, Wang Ruibin, a researcher at the China Institute of International Studies, says developed countries must shoulder more responsibility for climate change.

He made the remark in protest of the emissions reduction goal G8 leaders set at the ongoing summit in Italy.

Wang Ruibin points out that developed countries have refused to take immediate and short-term actions to tackle climate change by only setting a long-term goal.

Thus, the expert notes that developing nations refused to sign on for specific emissions reductions targets as they believe developed countries have avoided their immediate responsibility.

"Developed countries must first recognize the three principles stated in the United Nations Framework Convention on Climate Change and Kyoto Protocol. The most important of the three principles is that countries across the world should take common but differentiated responsibility. Developed countries have contributed the most to global warming in the process of industrialization. Now talking about greenhouse gas emissions, they surely have to shoulder the biggest responsibility. Meanwhile, they should provide developing countries with more assistance in terms of money and technology for them to cut emissions."

Climate experts believe the ongoing G8 summit is crucial to agreeing on a new global pact on climate change to replace the current Kyoto Protocol, which expires in 2012.

But Wang Ruibin sees many difficulties ahead as differences between countries have clearly surfaced in the ongoing G8 summit.

"If countries want to make a fundamental achievement at the Copenhagen negotiations, two pre-conditions are crucial.
First, the developed countries should reach an agreement on the short-term goals of emission reduction among themselves. For example, they should agree on a specific baseline of their reduction objectives. Second, developed and developing countries should reach an understanding on the division of responsibility for greenhouse gas reductions."

The expert stresses that developed counties should not press developing nations to take on inappropriate responsibility for climate change at the upcoming climate talks.

Governments are scheduled to meet in Copenhagen, Denmark, at the end of this year, hoping to draft a new global pact on climate change.
