CRI听力: Special Envoy: China Plays a Constructive Role in the Solution of Darfur Issue

2009-11-20来源:和谐英语
Chinese special envoy to Darfur Liu Guijin has urged the international community to take proper steps to help realize peace in the western Sudanese region.

The diplomat made the remarks at the Qatari-hosted talks between the Sudanese government and Darfur rebels in Doha. Zheng Chenguang has the details.

The ongoing talks on the issue were launched in the Qatari capital Doha in a bid to bring peace to the Sudanese region of Darfur.

The United Nations, the African Union and other international organizations have participated in the negotiations.

In an exclusive interview with CRI, Liu Guijin says the international community should take a fair and just stance towards each side engaged in the Darfur conflict.

"The international community has taken simple and ill-considered measures in dealing with the Darfur issue. In the past, it just put pressure on the Sudanese government. The roots of the Darfur conflict are very complex. The international community and all parties involved should adopt a comprehensive and fundamental approach to solve the issue. Simply pressing just one side in the conflict will only make matters worse."

In March, the International Criminal Court ordered the arrest of Sudanese President Omar Hassan al-Bashir for war crimes.

Liu Guijin says he is pleased to see that the international community has put aside the warrant and come up with more pragmatic moves to solve the Darfur issue.

"The recently begun international talks on the Darfur issue symbolize that the international community is on the track of a peaceful political process to solve the issue. I think we should first invite the civil societies in the Darfur region to join the peace process. Next, the international community must persuade the armed rebels to come on board the process."

Meanwhile, Liu Guijin also responds to Western criticism of China's handling of the Darfur issue.

"The Darfur issue has emerged as a result of environmental deterioration, poverty and competition for resources among different groups. But some people attribute the issue to China due to political considerations. Their criticism is groundless. Actually, China has always played a positive and constructive role. China was the first country outside Africa to send peace keepers to Darfur. Moreover, we have distributed a massive amount of humanitarian aid in the region."

The envoy stresses that the solution in the Darfur issue should not violate Sudanese sovereignty or territorial integrity. He calls on all parties involved to bridge differences and achieve peace through dialogue and negotiation.

Fighting between the government forces and rebel groups has raged across Darfur since 2003.

The UN says up to 300,000 people were killed and 2.7 million fled their homes due to the conflict.
