CRI听力: Watchdog: No Significant Law-breaking Cases Involved in 4-trln Stimulus Package

China's top disciplinary authorities say no significant violations have been found in the use of the government's four-trillion yuan, or nearly 580-billion-U.S. dollar, stimulus package.

The government says it will continue to strengthen its supervision of the use of the funds and intensify its management of the quality and security of government-funded projects.

Zhang Cheng has more:



Wang Wei, Vice Supervision Minister, says over the past 12 months no significant violations of laws and regulations have been found in the use of the fund.

"During the investigation, we didn't find that the money had been used in high power consumption and high pollution industries, in low-level and redundant projects, or in industries with surplus production capacity."(www.hXen.com)

But Wang says some loopholes still exist in project tendering and bidding, financial management, and the quality and efficiency of the projects.

He says the disciplinary authorities have investigated and dealt with nearly 90 cases involving the package since its introduction.

China unveiled the mammoth package one year ago to boost domestic spending amid the global financial turmoil.

Meanwhile, Zhang Shaochun, Vice Finance Minister, says that this year public investment expenditure may go beyond the government's 908-billion-yuan budget, of which 480 billion is from the stimulus package.

"The reason for the possible over-budget situation is that the spending on affordable housing, energy conservation and emissions cuts as well as technological innovations will be increased."

Zhang said more than 860 billion yuan had already been allocated as of the end of November, accounting for 95 percent of the 2009 budget.
