CRI听力:Beijing-Tianjin-Hebei Seek Co-op to Curb Car Emission

A unified monitoring system for vehicle emissions has been proposed by environmental authorities in six cities and provinces, including Beijing, Tianjin, and Shandong.

This is expected to strengthen regional cooperation in environmental law enforcement.

Lian Aiping is an engineer with the Beijing Environmental Protection Bureau.

She says there is currently a dilemma in cross-regional enforcement because traffic controllers in Beijing are not authorized to directly punish drivers with vehicles registered in other places.

"Beijing has no effective ways to punish those over-emitting vehicles coming to Beijing. So far we can only stop them at some check points. Vehicles that cannot meet the emission standard in Beijing will not be issued a permit to enter the city."

But emission standards adopted by Beijing are stricter than that in other places.

Beijing has become the first city to adopt the latest vehicle emission national standard last year as part of the capital's increasing efforts to improve air quality in the city.

Also from the Environmental Protection Bureau in Beijing, Li Kunsheng says a unified monitoring system across the region is needed.

"Firstly, one single standard should be used by the Beijing-Tianjin-Hebei area. Secondly, we should adopt the same standard, for example the fifth vehicle emission national standard, which is now being used only in Beijing and Shanghai. And this is closely related to my third point, which is a unified standard on gasoline supply."

The latest standard on gasoline supply is expected to be carried out nation wide until 2018.
