The United States says the UN Security Council is expected to adopt a binding resolution this week that would require nations to bar their citizens from travelling abroad to join terrorism organizations.

The resolution is part of a U.S.-led effort to galvanize the international community against the threat from extremists flocking to Syria and Iraq.

White House press secretary Josh Earnest.

"We've seen that there are several dozen countries from around the globe - not just the United States and not just from the west, but from around the globe - where individuals have travelled to the region, taken up arms alongside ISIL fighters."

The US government is calling the measure a significant step in their strategy against the Islamic State group and other militant organizations that are drawing Europeans and Americans into their orbit.

US President Barack Obama is expected to lead the UN Security Council session that begins on Wednesday, just the second time a U.S. president has done so.

On Monday, Australian Prime Minister Tony Abbott said new legislation would be introduced into parliament this week, under which Australians fighting alongside extremists in the Middle East may face lengthy jail terms if they return home.
