CRI听力:HK to Start 2nd Consultation on Constitutional Reform

The second round of consultation on Hong Kong's constitutional reform will be launched later today.

Chief Executive CY Leung has called on people to express their views while staying within the framework under the Basic Law as well as decisions made by the Standing Committee of the National People's Congress.

"I hope that citizens can make good use of the consultation according to the Basic Law and relevant decisions of the NPC Standing Committee. I hope a consensus can be reached in a legal, rational and pragmatic manner. This is a historical chance. It's the first time that Hong Kong residents, especially over 5 million qualified voters, can elect their Chief Executive in a one-person-one-vote way. In the future, residents can grasp the opportunity though they hold different opinions."

The Hong Kong government will use different ways to collect people's opinions during the consultation.

CY Leung also noted that Hong Kong won't tolerate any illegal acts or attempts to pressure the government to accept any illegal proposals.

The second consultation on constitutional reform is set to be completed in March.

Meanwhile the regional government has also submitted a report to the central authorities about the political and social situation in Hong Kong.

The report also cites different opinions regarding the constitutional reform in Hong Kong, with a time span of 4 month since the end of August.

The report notes that constitutional development has all along been an extremely controversial issue.
