Minister Wang Yi met with his counterparts immediately after arriving in Vientiane, Laos on Sunday.

The South China Sea issue was high on the agenda of his meeting with Brunei's Second Minister of Foreign Affairs and Trade YB Phein Dato Lim Jock Seng.

Wang Yi said a return to the 'dual-track approach' was agreed to by both.

"We both agree that we should return to the 'dual-track approach' though we have come across disturbances and influences. That is to say, relevant disputes should be addressed through dialogue and consultation by countries directly involved. Peace and stability in the South China Sea should be maintained by China and other coastal countries along the South China Sea. The 'dual-track approach' is entirely consistent with the stipulations in the Declaration on the Conduct of Parties in the South China Sea (DOC) and the spirits of international law as represented by the UN Charter. It is also entirely consistent with the common desires and interests of the people in the region."
The "dual-track" approach was first initiated by Brunei and supported by China.

It suggests disputes should be resolved peacefully through negotiation between the parties directly concerned, and China and ASEAN countries should work together to maintain peace and stability in the South China Sea.
His meeting with Thai Foreign Minister Don Pramudwinai focused on the comprehensive and effective implementation of the Declaration on the Conduct of Parties in the South China Sea (DOC)

"Thailand and China are on the same page, which is the comprehensive and effective implementation of the Declaration of the DOC. The DOC stipulates that disputes should be peacefully resolved through negotiations between the parties directly involved. Almost all the countries hope the Philippines can return to dialogue with China, and this is exactly what the Thai foreign minister said a moment ago."

While meeting with his Singaporean counterpart, the two sides vowed to push forward with the China-ASEAN relations despite various challenges.

A major topic of discussion between Wang Yi and Vivian Balakrishnan was the building of a community of shared destiny.

Wang Yi said China wishes to work together with Singapore and other ASEAN members to build a more integrated community with of shared futures.

"The most important consensus I and Balakrishnan have reached is that as this year marks the 25th anniversary of China-ASEAN dialogue partnership, we need to make efforts together to stick to the general orientation of China-ASEAN relations: deepen political mutual trust, expand pragmatic cooperation, maintain regional peace and stability and jointly build a community of shared future for China and ASEAN."

The two ministers also agreed any disputes should not hamper the development of relations between China and the regional bloc.

The ASEAN foreign ministers started their regional meetings on Sunday, aiming to address a range of challenges including extremism and terrorism, natural disasters and climate change, refugee issues and human trafficking as well as economic developments.

They will be joined by their counterparts from dialogue partners including China, the US, Japan, and South Korea on Monday for associated talks including the ASEAN Regional Forum and East Asia Summit Foreign Ministers Meeting.

Foreign Ministers and representatives from other dialogue partners, including India, Russia, Canada, Australia, New Zealand, and the European Union, will also be taking part in the sessions.
