President Obama is expected to lay out guidelines this morning to overhaul earmarks. Those are the pet projects lawmakers attach to spending bills. That announcement comes one day after the Senate passed the spending bill to keep the government operating this year. That bill contains thousands of earmarks. White House official say Mr. Obama will sign the bill to keep key government agencies' funding.
