[17:02.27]For the past 36 years,
[17:05.11]the Irish Republican Army has been waging an armed campaign
[17:08.83]against British rule in Northern Ireland.
[17:11.01]The IRA has been fighting the British Army and security forces
[17:15.39]as well as pro-British paramilitary groups
[17:17.91]as it tried to reach its ultimate goal, a united Ireland.
[17:21.52]More than 3,600 people have been killed during the past three decades
[17:26.11]that have come to be known as "The Troubles."
[17:28.74]In a statement released at the end of July,
[17:31.69]the IRA said it has formally ordered an end to its armed campaign.
[17:36.05]It instructed its units, in the statement's words,
[17:39.00]"to dump arms" and said IRA members must now
[17:42.62]focus on "purely political and democratic programs
[17:45.68]through exclusively peaceful means."
[17:47.32]The statement also called on IRA volunteers
[17:51.04]not to engage "in any other activities."
[17:53.55]The British and Irish governments welcomed the IRA decision,
[17:56.95]but in Northern Ireland, reaction was mixed,
[17:59.79]split along sectarian lines.
[18:01.76]Sinn Fein, the political wing of the IRA reacted positively
[18:06.02]while the largest pro-British party --
[18:08.32]the Democratic Unionists -- urged caution.

[18:53.51]In a busy classroom filled with nearly 20 children,
[18:57.45]Sabriye Tenberken lectures her pupils to always help others who need it.
[19:02.59]The children nod, leave their chairs and rush into the kitchen,
[19:06.86]ready for supper.
[19:08.06]The school, founded by Ms.Tenberken and her Dutch partner,
[19:11.89]Paul Kronenborg, is tucked away in a small alley,
[19:15.83]not far from a busy street in Lhasa.
[19:18.67]They founded Braille Without Borders,
[19:20.97]hoping that one day their work would not only help Tibetans,
[19:24.91]but also visually impaired people from other developing countries.
[19:29.39]Ms. Tenberken, a 34-year-old German woman
[19:32.45]who has been blind since the age of 12,
[19:35.30]pursued a master's degree in Tibetan studies in her hometown, Bonn.
[19:39.78]When she realized that the Braille writing system for the blind
[19:43.07]did not exist in Tibetan,
[19:45.25]she developed one - in just two weeks.
[19:48.43]Braille uses raised dots on a page to create words -
[19:52.36]users feel the dots to read the page.

[20:19.02]During the Orange Revolution,
[20:22.08]Viktor Yushchenko's name echoed across Kiev's Independence Square
[20:26.57]as hundreds of thousands of Ukrainians
[20:28.97]reversed a fraudulent presidential election
[20:31.59]and put Mr. Yushchenko in office.
[20:34.11]But after just nine months,
[20:36.19]the President's Chief of Staff resigned,
[20:38.16]after leveling corruption charges
[20:40.25]against the highest levels of the new administration.
[20:42.76]The ensuing crisis has disenchanted many in Ukraine.
[20:46.61]Expressing disappointment with politicians,
[20:49.13]however, is something ordinary Ukrainians
[20:51.65]did not have freedom to do in the past.
[20:53.61]For centuries, Ukrainian political rivalries were hidden
[20:57.31]from the public or led to bloody social upheavals.
[21:00.27]According to Ukrainian historian Orest Subtelny
[21:03.59]of York University in Toronto, Canada,
[21:05.78]the current crisis is unusual in Ukraine's history,
[21:09.06]but not in the history of democracies.
