He also said he wanted "that house prices fall" and promised a housing bill going through parliament to help construction industries against economic slowdown.
"I will announce on Dec. 4 a very powerful support plan for economic activity," Sarkozy said in a speech in the eastern city of Meaux. He said that support measures would be taken, as "the construction industry represents one and half million jobs."
"We will do more for housing but I do not want it to keep prices high. What we want is that prices fall for it again. That's the market economy."
According to him, the anti-crisis plan is to be detailed on Thursday, which will include support for French construction sectors, housing and the environment.
The measures, part of a proposed 200 billion euros European Union package, is expected to boost the country's economy through spending and tax cuts.
France has managed to avoid the recession. Last Tuesday, Christine Lagarde, the Minister of the Economy, said the government planned 19 billion euros into the country's key industry.
