But voters have become increasingly dissatisfied with the two big parties, and want more choice from their politicians. And last year, British politics was engulfed in its biggest scandal -- over expenses and tax benefits claimed by Members of Parliament (MPs).

The scandal was revealed by the Daily Telegraph newspaper, who were able to prove that large numbers of MPs had put in expense claims for repairs and furniture in their homes which they were not entitled to, and that many had manipulated details of where they lived in order to get large and unjustified tax breaks.

The scandal provided a background of disillusion for conventional politics and contempt for politicians throughout the general election campaign, and has led to the prosecution of three former MPs and the ending of the careers of 200 other.

Against this background voters wanted something different. And Clegg thinks coalition government is what they voted for.

Clegg also wants to deliver legislation that will change politics in Britain, through reform of the Houses of Parliament and electoral reform.

Clegg said "You now have a government in a very short few weeks announce a program for reform we have not seen in a decade or the early years of New Labor enthusiasm for reform.

"We have got a very dramatic push for rebalancing of the statute book away from state authority towards individual liberty. It has been talked about for years and now we are going to get on with it.
