国务院发布不动产登记草案

The government is seeking public feedback on a proposed real estate registration system aimed at curbing speculation in the housing market and corruption. It’s also seen as a step towards the possible roll-out of a property tax, which is currently being trialed in Shanghai and Chongqing.

According to the Legislative Affairs Office under the State Council, properties including land, houses and forests are all subject to the registration. Responding to privacy concerns, the office noted the regulation will not impact legitimate rights of property owners. Police, civil affairs, taxation, finance, audit authorities and government departments concerning land and resources, as well as industry and commerce will be allowed to access and copy relevant information used for investigations.

But that information cannot be made public without consent from the proprietors. Authorities and individuals found illegally publishing property registration information would be subject to fines and could face criminal charges.
