奥巴马签署2017财年国防预算法案
This massive military spending bill for 2017 might be the last signed into law by President Barack Obama, but he's not happy with it. The outgoing American commander-in-chief says he made his signature despite his disappointment with Congress, which refused to adopt proposals made by the White House. He says Congress failed yet again to enact reforms that would have reduced costs and helped in modernizing healthcare for servicemen.
The bill raises the pay for troops by 2-point-1-percent. Obama had aimed for an increase of 1-point-6 percent. Obama also criticizes Congress for its failure to take action on the detention facility at Guantanamo Bay, Cuba. The detention center's closure was one of Obama's campaign promises.
