The working population has always been fighting for better working entitlements including annual paid vacations, though the welfare policy varies in different countries.
It is obvious that the benefits of statutory vacations are not only restricted to employees but also to employers. First and foremost, holidays are essential for families to strengthen their bonds. Studies support that those who manage to achieve the balance between work and family would be more likely to focus on work than those who fail to do so. Moreover, physical health could be promoted through taking a vacation. Increasing evidence shows that overtime results in increasing absenteeism rate, sick leave and high turnover, which is anti-productive. The last but not least supporting factor for a paid leave is innovation and creativity which is believed to be seen in those refreshed from an extensive period of time off in many businesses, particularly in the fields of information technology and other “brain-intensive” domains.
However, it has to be admitted that vacation decreases working hours, hence reducing working outcome. Four week is nearly a twelfth of a year, which is not a short period of time and a month’s wage is not a small outlay for a business. For some companies, a consecutive 4-week leave is not practical. Besides the economic consideration, the connection between working efficiency and paid day off is under suspicion in some labor-intensive occupations. Would a post deliver worker performs faster after a one-month vacation?
From my own perspective, annual leave for a month is positive to work performance in most cases, especially in those positions where innovation is critical. But in some others, it can be negative and the loss of time cannot be compensated by higher work efficiency or effectiveness. Therefore, 4-week should not be the mandated minimum paid vacation.
