手机短信禁黄 用户迷茫
Multiple reports, including from the Web site of state-run Xinhua news agency and newspaper China Daily, have said China Mobile will be able to automatically detect when users are sending illegal information, and would suspend those users' text messaging services if they are caught. Service would also be suspended if the operator receives complaints from other users through its reporting system for unhealthy messages.
从新华网到《中国日报》(China Daily)等多家媒体都报导称,中国移动(China Mobile)将有能力自动识别用户发送的非法信息,并在有关部门查实后暂停其短信功能。如果中国移动的不良信息举报系统收到了其他客户举报,则被举报方的短信功能也有可能被暂时关闭。
The latest report on Xinhua cited other media reports that a spokeswoman in China Mobile's Beijing office denied that cell phone use will be suspended if users are caught having once sent a pornographic text message. The report said text messaging services would be suspended, however, for users who've had multiple complaints filed against them for sending pornographic mass-text messages.
新华社最新报导引述其他媒体消息称,中国移动北京公司发言人说,有关“发涉黄短信将被北京移动停机”的传言并不属实。不过,该报导证实,如果多位用户举报某些客户发送涉黄信息,那么经查实后,被举报方的短信功能将被关闭。
The Xinhua report said messages will be judged by 13 criteria 'such as content including expressed or obscure sexual behavior, or content that could provoke people's imagination about sex, and text messages with teasing or insulting content,' or content with 'descriptions of some specific parts of the human body,' but does not list all 13.
新华社报导称,不良资讯的认定主要依据有关部门确定的13项低俗内容标准,包括“表现或隐晦表现性行为、令人产生性联想、具有挑逗性或者侮辱性的内容”,“对人体性部位的直接暴露和描写”等,但报导并未列出这13项标准的全部内容。
The China Mobile employee referred to in the Xinhua report denied having been interviewed when we asked her about it. A China Mobile spokeswoman in Hong Kong has also declined to answer any questions on the subject, instead referring us to provincial China Mobile offices, where no one could be reached. When we posed the question to a China Mobile customer service representative in Beijing, we were told unequivocally that the policy is not new, and applies only to mass-text messages. Meanwhile, the Chinese media reports refer to a statement made by China Mobile, of which there was no trace.

The conflicting information makes it unclear whether this is part of a long-standing anti-spam effort that affects only text messages sent out in large volumes, or whether individual users will be subject to a new level of screening.

If the latter is true, however, this could mean that operators in the world's largest cellphone market are attempting to filter billions of text messages that are sent in China everyday, which--according to the reports--is already drawing complaints by users of privacy violations, just as the government cracks down on pornography and other illegal content on the Mobile Internet.
