Beijing residents living within the fifth ring road were allowed to buy fireworks earlier this week. But they are not permitted to set them off until the Lunar New Year's Eve, or January 25.
Despite this rule, the noise of firecrackers exploding can be heard across the city.

The paper says fireworks and crackers are a means to create an auspicious atmosphere during the Spring Festival. But to set them off before the holiday can be quite annoying.
The paper suggests that the related government sector should enforce the regulation in order to address the issue that premature firework explosions are disturbing the lives of ordinary citizens.
