A great number of chemical companies introduced by the local government have taken root in the upper reaches of the river, thus posing an increased threat to the environment.

The commentary suggests that the local government should abandon its economic development mode of purely pursuing the GDP. What's more, the interests of ordinary people should be placed on top on the government's agenda.
