CRI听力:Good Policy Should Be Better Implemented
Purchasing agricultural vehicles with government subsidies has been widely praised as a preferential policy for the large population of Chinese farmers.
But the efforts to boost consumption have been hampered in Zhenlai County of northeast China's Jilin province. It draws criticism from the public.
An article in the Xinhua Daily Telegraph says authorities in the county have ordered local farmers to pre-pay an amount of money for a so-called 'purchasing contract' first.
Farmers are then forced to present the contract when purchasing their vehicles. Extra money is also required to pay for insurance and purchasing taxes on the vehicles.
The article argues that the local authority's requirements have completely sidetracked the initial moves of the central government. (www.hXen.com)
They also put additional financial burden on the farmers, most of whom are already facing financial pressure under the bleak economic situation.
The newspaper says such actions should be completely banned, as they threaten the rights and interests of the public.
It also suggests that the central government further enhance its supervision in this regard.
