Pakistani Prime Minister, Yousuf Raza Gilani.
"Military action is not a permanent solution. An exit policy should be defined. And for the exit policy we have to strengthen our law enforcement agencies. We have to enhance their capacity.
The Frontier Corps and Frontier Constabulary have to enhance their capacity and provide them the latest equipment."
The government says 700 militants have been killed around Swat in the last four days.
The United Nations says more than 360,000 refugees had fled Swat and neighbouring Dir and Buner districts since offensives began last week.
Swat lies near the Afghan border as well as the wild Pakistani tribal areas, where al-Qaida and the Taliban have strongholds.
