CRI听力: Beijing Releases Its New Preferntial Policy on Disabled Person

The new policy for disabled residents living in urban and rural areas of Beijing to be subsidized for their pension payments is a further improvement in the national social security system.
Hou Shufen, Deputy Director of the Beijing Disabled Persons Federation, explains.

"From 2009, those who are registered as Beijing residents, holding a disability certificate, and are 16 to 60 years old for men, and 16 to 55 years old for women, can enjoy allowances for the payment of their pension if they live in the rural area or don't have a job. They will enjoy the welfare for 15 years at the most."

The policy was specifically put in place to ensure that unemployed disabled people have enough money to cover the basic cost of living, given that payments into the fund are slightly higher for them.(www.hXen.com)

Wang Guofeng is with the Federation.

"The preferential policy on endowment insurance allowances provides maximum effort and coverage. Datas indicate that more than 100,000 disabled people will enjoy this welfare benefit. We can say that it can have all disabled people in Beijing covered by the social security system."

According to the local Human Resources and Social Securities Bureau, the municipal government is expected to pay more than 10 million US dollars for the scheme this year.

Liu Longti, an official with the bureau, says the government will spare no effort to support the new preferential policy.

"As the regulator of the urban and rural pension system, we will continue trying to perfect the welfare system. And with the support of the Beijing Disabled Federation, we will make joint efforts to make disabled people enjoy the benefits of the policy as soon as possible."

The Beijing Disabled Persons Federation says the move has set the stage for other areas of the country to follow suit.
