Martynenko's lawyer has denied the allegations against his client.
Russian Investigative Committee spokesman Vladimir Markin says a number of others have also been arrested.
"Within the framework of the criminal case on the crash of the Falcon plane at the Vnukovo airport, the head investigative department of the Investigative Committee detained leading airfield service engineer of the Vnukovo airport Vladimir Ledenev, head of flights Roman Dunayev, dispatcher Alexander Kruglov and dispatcher trainee Svetlana Krivsun."
