President Obama says he will ban the use of solitary confinement for Juvenile and low-level offenders in federal prisons. He says the punishment could cause devastating, lasting psychological consequences.

And taxi drivers are on strike in France. They are protesting working conditions and competition from non-traditional services, like Uber. Air traffic controllers also walked out.
