A camp where more than 14,000 migrants had waited along the Texas border just days ago was dramatically smaller Thursday. The Biden administration's special envoy to Haiti, Daniel Foote, has resigned to protest large-scale expulsions of Haitian migrants.

California Governor Gavin Newsom has approved nearly $1 billion in new spending to prevent wildfires that are getting more destructive from climate change. As he spoke, evacuations were being ordered for a new wildfire in Northern California, with 10 large and active wildfires in the state.

Congressional Democrats say they have agreed with the White House on a "framework" to pay for their huge, emerging social and environment bill. They offered no details, but Democratic leaders and President Joe Biden have wanted the measure to total some $3.5 trillion over 10 years.
