And there are reports of mudslides and floods. American forecasters describe Hurricane Dean as extremely dangerous with winds of up to 230 kilometers an hour. A German female aid worker who was abducted from a restaurant in the Afghan capital Kabul on Saturday has been freed in a police operation. Earlier Afghan television stations have broadcast a video in which an unidentified man who said we are not the Taliban asked for what he called innocent prisoners to be released in exchange for the hostage Christina Meier, the details from Charles Havilland in Kabul.
Several senior security sources told the BBC Christina Meier was rescued by the police around midnight on Sunday Afghan time. They said the house which had been under observation was raided in the Pooly Hasan Gasala area which lies on the western outskirts of the city, some distance from the inner western district where Mrs. Meier had been abducted from a cafe on Saturday afternoon. As she was rescued, a number of her kidnappers were arrested.

At a news conference, President Garcia promised that Pisco would be rebuilt. Speaking alongside his Columbian counterpart, Alvaro Uribe, Mr. Garcia thanked Latin American countries for their help. "We've received much aid from all of the countries who've committed to sending it. Columbian planes, a Spanish plane, Cuban aid, Venezuelan and Bolivian aid with food and experienced rescue teams. Ecuador has also sent us a plane with military equipment and food supplies. All of this aid is being distributed with prudence, order and honesty."

The French Foreign Minister Bernard Kouchner is making a surprise visit to Iraq, the first by a French minister since France opposed the American-led invasion of Iraq in 2003. Speaking at a news conference with the Iraqi Foreign Minister, Mr. Kouchner said it was now time to turn the page and look to the future. There was no military solution to Iraq's problems, he said, but there must be a political one. Reporting from Baghdad, here is Mike Wooldridge.
It is a highly symbolic visit and in part a demonstration of the new and warming relationship between France and the US since it was so severely soured by their differences over the Iraq War. The White House immediately welcomed the visit as an example of a growing international desire to help Iraq become a stable and secure country. But at the news conference, Mr. Kouchner refused to be drawn on any specific new French initiatives, stressing he'd come to listen. He said the problems were for Iraqis to solve and it wasn't a military solution only a political one.
Iraqi police say masked gunmen have taken 15 men off a bus in central Baghdad in broad daylight. The men were ordered to walk towards a mainly Sunni Muslim area nearby and have not been seen since. Mass kidnappings have become less frequent in Iraq in recent months.
Reports from the Gaza Strip say hundreds of thousands of Palestinians are still without electricity after the territory's only power plant ran out of fuel. The Israeli army reopened a border crossing to allow supplies in. However, the Israeli supply company failed to deliver any fuel, saying the European Union had told it it would no longer finance the arrangements.
The owners of a mine in the American state of Utah say that six workers missing for nearly two weeks may never be found. There has been no contact with the men since a massive cave-in at the mine and attempts to reach them by tunnel were abandoned on Thursday after three rescuers were killed in another collapse.
