The top American military commander says he's not convinced his country is winning the war against the Taliban in Afghanistan, although, he says, he believes it can be won. However, Pakistan's army chief General Ashfaq Kayani has said no foreign troops would be allowed to conduct operations inside his country. Barbara Plett reports from Islamabad:(Www.hxen.net)

General Kayani said the sovereignty and territorial integrity of Pakistan would be protected at all costs. He said there was no question of any agreement that allowed coalition forces to conduct operations on Pakistan's side of the border. The army spokesman said the general aimed to dispel impressions in the media that he granted permission for US raids. But the statement came hours after Admiral Mullen's announcement that America is revising its strategy to include militant sanctuaries in Pakistan. The Americans say such safe havens have strengthened the Taliban insurgency in Afghanistan.

A member of the pro-Syrian opposition in Lebanon has been killed in a bomb explosion outside Beirut. There have been a series of assassinations of political figures in Lebanon since the killing of the former Prime Minister Rafik Hariri in 2005. Natalia Antelava reports from Beirut:

Saleh Aridi was planted in his car, and exploded just as he started the engine outside his house in the village of Baissour. The Lebanese army say that 6 other people were wounded in the explosion. Mr. Aridi was a member of Lebanon's pro-Syrian political alliance that is led by Hezbollah. This assassination is a blow to the peace effort undertaken by the country's president Michel Suleiman. A breakthrough finally came this Tuesday when President Suleiman announced that a national dialogue would be launched next week.

There have been angry exchanges in the US presidential campaign, with the Republicans accusing the Democratic candidate Barack Obama of a sexist attack on their vice presidential candidate Sarah Palin. Mr. Obama denied that he was referring to Mrs. Palin when he said Republican promises of reform were like putting lipstick on a pig. Speaking at a school in Virginia, Senator Obama said his remarks had been taken out of context to create phony outrage. He blamed the media for failing to focus on the things that really matter to the American people.

"We've got an energy crisis. We have an education system that is not working for too many of our children and making us less competitive. We've got two wars going on, veterans coming home not being cared for. And this is what they want to talk about."

The Bolivian President Evo Morales has ordered the expulsion of the United States Ambassador Philip Goldberg, whom he accuses of conspiring against the government and supporting attempts to divide the country. Mr. Morales also condemned an upsurge of violence across Bolivia. In the past few days, demonstrators in eastern and central Bolivia have also blocked main roads, including the border crossing with Brazil.

The Zimbabwean government and opposition say that they are close to reaching a power-sharing deal after 3 days of talks in Harare. The main opposition leader Morgan Tsvangirai said there was very little work left to do. The Zimbabwean President Robert Mugabe said he hoped an agreement would be signed on Thursday.

The Venezuelan President Hugo Chavez says 2 Russian bombers have arrived in Venezuela to carry out training flights. The Russian air force said the bombers would be based in Venezuela for several days and make flights over neutral waters. President Chavez said he would be flying one of the planes himself.

"Russian Tu-160 strategic bombers have landed in Venezuela. Yes, yes, [I] bet so. It hurts pseudo Yankees. In fact, I'll fly one of those things. Yesterday I did not go out because I was checking out the theory in the simulator. This is Russia's response, now with Venezuela's support, to the
Caucasus conflict."

President Bush has declared a state of emergency in Texas ahead of the expected arrival of Hurricane Ike on Saturday. The storm has strengthened to Category-2, and Texan officials have begun mandatory evacuations in 2 counties of the state. Hurricane Ike has already caused widespread destruction and more than 70 deaths in the Caribbean. In Haiti, the United Nations says about 800,000 people, nearly half of them children, are in temporary shelters.

Scientists have been celebrating a successful first day for one of the most ambitious and expensive experiments ever conducted. The head of European Centre for Nuclear Research, or CERN, said it was an historic day in mankind's quest for knowledge. As part of the experiment, beams of subatomic particles have been fired in both directions around an atom smasher beneath the Swiss-French border.(Www.hXen.com)
