9. The two sides noted the serious food security challenge facing the world and stressed that the international community should pay greater attention to food security of developing countries, African countries in particular. The two sides noted with concern the renewed cycle of food commodity price increases and its potential adverse impacts on African economies, and called on the international community to refocus its attention and intensify its efforts to tackle the underlying causes of these increases, to avert the recurrence of a global food security crisis. The two sides urged the international community to increase their support to African countries in financial resources, technology, market access and capacity-building and take active measures to help African countries counter the effects of climate change on agricultural production.

10. The Chinese side stated its support for the efforts of African countries to increase agricultural production by pursuing relevant agricultural policies and institutional reforms and implementing the Comprehensive African Agricultural Development Program (CAADP) of NEPAD. It reiterated its commitment to strengthening agricultural and food security cooperation with African countries, especially by means of increasing agricultural investment, infrastructure development and applicable agro- technology exchange and transfer, in order to help African countries enhance their agricultural production and food security.

11. The two sides called for reforming the international financial system in a comprehensive, balanced, incremental and result-oriented manner, increasing the representation and voice of developing countries and making the international financial system more just, equitable, inclusive and orderly. The reform of the international financial system should be pursued collectively and be based on clear and agreed principles. The two sides agreed that Africa remains under-represented in the international financial system and the emerging global economic governance structures in general.

The two sides reaffirmed the need for strengthening the role of the UN through-inter alia-, its reform and, as a matter of priority increasing the representation of African countries in the Security Council and other UN agencies. In this regard, African countries expressed their appreciation for the Chinese support to the African just and fair causes in the international fora, particularly in the General Assembly and in the Security Council of the UN.

The two sides stressed that the international community should uphold the principles and provisions of the United Nations Framework Convention on Climate Change and its Kyoto Protocol, the principle of "common but differentiated responsibilities" in particular, advance the dual-track negotiations under the "Bali Roadmap", and work for positive outcomes of the Cancun conference in Mexico to be held at the end of this year, including reaching agreement on the second commitment period of the Kyoto Protocol. The two sides called upon the developed countries to give full consideration to the urgent need of African countries to build their capacity of adaptation to climate change and honor their commitments of financial support and technology transfer in good faith.

13. China expressed its support for the legitimate concerns of African countries in tackling climate change. It will work with African countries to implement the China-Africa partnership in addressing climate change established at the 4th Ministerial Conference of FOCAC and strengthen coordination and communication with African countries on climate changes as well as cooperation in relevant scientific research, technological R&D and human resources to support the capacity-building of African countries against climate change.

14. The two sides emphasized the great significance of the political consultations between Foreign Ministers of China and African countries in boosting mutual trust and deepening the new type of China-Africa strategic partnership. They will continue to have dialogue and consultation on a regular basis to strengthen communication and coordination between China and Africa on major international and regional issues.
