国内英语新闻:China advocates greater North-South cooperation for post-2015 development agenda
UNITED NATIONS, May 19 (Xinhua) -- China has been calling for efforts to advance North-South cooperation in a bid to create better development conditions for developing countries, according to a document released by the country's mission to the United Nations reaching Xinhua Tuesday.
China also hopes that the UN summit scheduled to be held during the 70th UN General Assembly in September could produce practical outcomes so that developing countries have better conditions to pursue common development objectives via greater North-South cooperation and improved South-South cooperation, said the document.
The document, entitled China's Position Paper on the Post-2015 Development Agenda, has been delivered to the UN Secretariat and missions of other countries to the UN as intergovernmental negotiations have been underway on the post-2015 development agenda.
At the September summit, UN will review the progress of its Millennium Development Goals (MDGs) and adopt the Post-2015 Development Agenda that is expected to guide international development cooperation for the next 15 years.
In the document, China has proposed to build a more equitable and balanced global partnership for development, saying that " North-South cooperation should continue to serve as the main channel of development financing" and that developed countries should scale up their support for developing countries, especially African nations and the least developed countries.
China believes that South-South cooperation is a supplement to North-South cooperation and suggests the international community should encourage and support the efforts of developing countries to strengthen South-South cooperation on the basis of mutual respect, equality and mutual benefit.
"It is important to abandon the zero-sum mentality, foster a sense of community of shared interests, replace confrontation and monopolization with win-win cooperation, seek a common ground while acknowledging differences, and look for the biggest common denominator in pursuit of global development," said the document.
In implementing the post-2015 development agenda, China has also proposed to intensify development financing, establish and improve mechanisms for technology transfer to developing countries.
"It is imperative to promote and support development through research and development programs in science and technology, as well as through dissemination and transfer of technologies that meet the actual needs of developing countries," said the document.
Over the past 15 years, China has incorporated the implementation of the MDGs into its national development strategy aimed to build a moderately prosperous society in the country and has met the MDGs on eradicating poverty and hunger, achieving universal primary education, promoting gender equality and women empowerment, reducing child mortality, and improving maternal health.
The MDGs are a set of development targets guiding the world's development path over the past 15 years and will expire by the end of this year. They will be upgraded into a new set of development targets -- the Sustainable Development Goals (SDGs) -- which are considered to be a significant part of the post-2015 development agenda.
As a responsible developing country, China has provided support within its capability to more than 120 developing countries under the framework of South-South cooperation to help them meet the MDGs. It will continue to share development experience with other countries, champion inclusiveness and mutual learning, and promote common development.
China also vowed to endeavor to align its own development strategy with the post-2015 development agenda based on its national conditions.
While explaining countries need to make development their common objective and achieve their own development and participate in global development cooperation in their own ways and based on their capabilities, Chinese government has promised China will work hand in hand with other countries and make ceaseless efforts to build a community of common destiny for mankind, helping realize the dreams of people across the world.
