BEIJING, Nov. 29 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee held a meeting Friday to deliberate on a set of work rules for grassroots Party organizations in Party and state departments and another set of trial work rules for grassroots Party organizations in state-owned enterprises (SOEs).

Xi Jinping, general secretary of the CPC Central Committee, presided over the meeting.

The meeting stressed that the revision of the rules regarding the work of grassroots Party organizations in Party and state institutions is important for strengthening and improving Party building in such institutions, as well as giving full play to the functions of grassroots Party organizations in those institutions.

Party building in such institutions should set an example for Party building in other areas, according to the meeting.

The meeting called for promoting the Party's political building, integrating Party building with the work of Party and state institutions, strengthening the routine supervision over primary-level Party organizations, and selecting outstanding officials to work on Party affairs.

Party committees at all levels are urged to pay close attention to Party building within Party and state institutions.

The meeting also highlighted the importance of introducing work rules for grassroots Party organizations in SOEs.

The leading role of Party organizations in SOEs should be ensured by institutional and mechanism design, while the strengthening of Party leadership has to be integrated with corporate governance improvement.

Efforts should be made to nurture high-caliber and professional SOE leadership teams, and take Party affairs posts as an important platform for training well-rounded talent.

Grassroots Party organizations should find innovative ways of Party building to improve their political functions and organizational capability, according to the meeting.
