国际英语新闻:UN Security Council calls for addressing conditions breeding terrorism
UNITED NATIONS, Nov. 19 (Xinhua) -- The UN Security Council on Wednesday called for multilateral actions to address the root cause of the spread of terrorism as well as factors driving recruitment and radicalization to terrorism.
Noting that terrorism will not be defeated by military force, law enforcement measures, and intelligence operations alone, the Security Council recognizes that a comprehensive approach to defeat terrorism is required involving national, regional, sub- regional and multilateral action, said a statement by the president of the Security Council.
The Security Council convened Wednesday on Threats to International Peace and Security Caused by Terrorist Acts and issued a statement by the Security Council president.
The council highlighted measures to prevent foreign terrorist fighters from traveling, including sharing information for the purpose of identifying foreign terrorist fighters and sharing practices in evidence-based traveler risk assessment and border screening.
The council also expressed concern over the increasing use of communications technology like the Internet for the purpose of radicalizing to terrorism as well as recruiting others to commit terrorist acts, which UN Secretary-General Ban Ki-moon mentioned in the meeting.
"Technology and globalization have made it easier for them to cause disproportionate harm, exploit narratives and profit from illicit financing," said Ban.
Ban called attention to a UN system-wide program, which was initiated by the UN Counter-Terrorism Center, aiming to help member states analyze the foreign terrorist fighter phenomenon and develop policy responses.
"I encourage all Member States to participate in this project, particularly those most severely affected," he said.
Ban also called on member states to think more deeply into the fundamental conditions that allow extremism to thrive. "Ultimately, violent extremism is a multi-dimensional challenge that needs to be effectively addressed at the grassroots level."
"The threat of foreign terrorist fighters and the scourge of violent extremism are not just security challenges, they are also political and development challenges affecting stability and the social fabric of communities, countries and regions," he said.
