国际英语新闻:Libya parliament faces obstacles to amend political agreement

TRIPOLI, Dec. 16 (Xinhua) -- Libya's eastern-based House of Representatives (Parliament) member Abu-Bakr Saeed said Saturday the parliament's next session will face obstacles to amend political agreement.

The parliament decided to hold an official session on Tuesday to discuss the UN-proposed amendment of the political agreement and appointment of a new governor to the Central Bank.

The inclusion of political agreement into the constitutional declaration faces dispute and may not receive the required majority voting, Saeed posted in his official Facebook page on Saturday.

Saeed said that choosing a new governor for the Central Bank will also face obstacles.

"Some believe it is necessary for the appointment mechanism to be according to the political agreement. However, others see that voting on a new governor can be done, as the political agreement is still subject to dispute," he said.

Saeed added that there are logistic issues that could hinder the scheduled session "as more than 50 members were not issued travel tickets to Tubrug (the Parliament's headquarter) from Tripoli. The Parliament is still trying to solve this problem."

The UN Mission has recently sponsored dialogue meetings in Tunisia between representatives of the Libyan political parties in order to amend the political agreement.

The first stage of an action plan proposed by the UN envoy to Libya in September aimed at ending the political division in the country.

Following the uprising of 2011 that toppled former Gaddafi's regime, Libya has been struggling to make a democratic transition amid political division, insecurity and chaos.
