国际英语新闻:Peruvian president announces reforms to judicial system

LIMA, July 11 (Xinhua) -- Peruvian President Martin Vizcarra on Wednesday reaffirmed his commitment to fight corruption and lead an extensive reform of the justice system to make it transparent, efficient, and incorruptible.

"As head of state, I take full responsibility in leading urgent political reform, reform integral to the state and the system of justice in Peru," Vizcarra declared at the Government Palace.

In an official message to the nation, Vizcarra spoke of the audio recordings, published by media outlets, allegedly demonstrating corruption among some members of the National Council of the Magistrature (CNM), an autonomous constitutional institution which appoints all of the nation's judges and prosecutors.

The audio clips, which have been circulating since Saturday, have caused outrage among the public. They reveal CNM members illegally wielding their influence and absolving crimes of sex offenders.

Accompanied by the Prime Minister, Cesar Villanueva, and the Minister of Justice, Salvador Heresi, Vizcarra said he would present the plans for a project of reforms, intended to build an effective and appropriate judicial system, to the National Congress at the annual Message to the Nation on Independence Day, July 28.

The plans, added Vizcarra, will be advised on by experts renowned for their knowledge and morality.

"There is no time to lose, we are acting with speed and seriousness to make the changes that Peru demands ... We cannot wait any longer," said the president.

"The judicial system must not and cannot be an instrument at the service of dark powers, but has to provide the basic conditions so that all citizens have equal access to it," he emphasized.

"I renew my promise with Peru to fight head-on against corruption ... whoever falls, at any cost, and in any place we find it. I have faith that together we can change the country," he said.
