比利时遭遇恐袭致 欧盟降半旗哀悼

Flags across Europe are flying at half-mast as a memorial for the victims of Tuesday's terror attacks in Belgium.

They included those outside the EU and European Parliament headquarters in Brussels AND at an EU building in the Finnish capital Helsinki. Belgium's flags outside its embassies in Berlin and Moscow, as well as at Downing Street in London are also at half-mast.

The Austrian flag outside the parliament building was also lowered, and a European flag at an EU building in the Belarusian capital Minsk is flying with black ribbons.
