are deserving of 不是进行时态，其实它是系表结构，因为其中的deserving 是形容词（随便查本词典便知），意思是“（帮助、赞扬、奖励等）应得的，值得的”。(be) deserving of 的意思是“值得……的”“该得……的”：又如：　　

He’s deserving of praise.  他值得赞扬。　　

His efforts are certainly deserving of praise. 他的努力当然值得表彰。　　

It’s a pretty suspect outfit, deserving of the consistent bagging it gets from customers. 这是一个相当靠不住的设备，难怪顾客一直在批评。　　

根据《英语常用词多用途词典》：在现代英语中通常只用作及物动词，且不能用于进行时态。同时应该注意：现在分词deserving(值得的)在现代英语中已转化为形容词，be deserving of 是惯用表达，与用作动词的 deserve 同义：She deserves death.=She is deserving of death. 她该死。
