文章一共有十段之多。分段不太合理，影响了最终得分。(重新分段的话，应该是：第一自然段；第二和第三自然段；第四自然段到第六自然段第一句；第六自然段第二句到第十自然段。)

文章开头直接切入主题：是否应该为为每种犯罪行为设置固定惩罚。首段末句为讨论类题型常用套句。

第二和第三段为支持固定惩罚的观点和理由。第四和第五段分析了量刑时考虑犯罪行为的环境和动机的弊与利。第六段的第一句话应该是第五段话的举例论证。

第六段第二句话开始是作者自己的观点：折中两种观点，一方面要有固定惩罚，另一方面要为惩罚定下弹性范围和豁免情形。文章结尾比较仓促，应该通过总结和归纳，形成清晰明确的结论。

(2)There are many arguments supporting... ……的观点有很多论据。例如：

There are many arguments supporting both negative and positive effects of human cloning. 克隆人类的正面和反面影响都有很多论据的支持。

There are many arguments supporting the cultivation of genetically modified crops. 有很多论据支持种植转基因庄稼。

不影响交流质量的小错误：
debateable，拼写错误，应为debatable。

其中，result into应为result in thiefs，小偷thief的复数应为thieves。
