Fifteen people were confirmed dead in a recent fire in Fujian Province, when a dozen young people set off fireworks on their table in a bar.

As Chinese people across the country have been celebrating the Spring Festival, firework accidents were reported almost daily during the weeklong public holiday.

The Beijing News has commented that people should enjoy their freedom but also respect others' rights.

Recently, heated debate surrounded the question of whether or not people should be allowed to set off fireworks during festivals, and many local governments finally decided to permit it with certain limitations.

For instance, the Beijing municipal government stipulates that fireworks would only be allowed during certain time periods in the half month from the Spring Festival Eve to the Lantern Festival.

The paper says that there has been improvement in government management from mere restrictions to permission with attached requirements.
