CRI听力:Uniform Tax Threshold Unfair
Chinese lawmakers and political advisors have called on the government to raise the personal income tax threshold.
They say the current 2,000 yuan, or around 290 US dollar, threshold should be raised to 2,500 or even 3,000 yuan. Its aim is to improve the fairness of the tax system and stimulate domestic consumption amid the global financial crisis.
But a commentary published by the Beijing Youth Daily argues that no matter what the threshold is, a uniform standard for all individuals is far from just.(www.hXen.com)
The article notes whatever one does for a living, the resources he uses all come from society. If one gains more, he undoubtedly should contribute more. And that's in line with the principle of fairness.
But if one gets more but gives back to society the same as others do, it will lead to larger gaps between the rich and poor.
The author therefore suggests the government adopts different taxation criteria for different individuals and households in different regions. In this way, the article notes, China can achieve long lasting development and social equality.
