CRI听力: call for basic accommodation for all

Housing is another controversial topic at the ongoing sessions of China's parliament and top advisory bodies.

Proposals submitted mainly involve such contentions as whether the country should revoke the long-prevailing housing pre-sales system, impose taxes on house vacancies and extend tenants' local hukou, or permanent residence status.(www.hxen.net)

China Daily, the country's leading English language newspaper, published an article on the issue.

It says though different interest groups have presented conflicting proposals to address their grievances, the key task of the country's real estate industry is to offer ever-improving housing to every Chinese citizen.

The author notes that the central government has determined to add funds worth some 130 billion US dollars to build about 10 million flats within three years to cater for low-income urban residents in the country.

But such efforts have encountered strong opposition from profit-obsessed developers. They claim that the construction of such a large quantity of subsidized housing will have a huge impact on the country's commercial housing market.

The author predicts that some lawmakers and political advisors representing the real estate sector at the two sessions would submit motions and proposals opposing the government's move.

But the author says their proposals are unlikely to be supported by others because they fail to reflect the interests of the majority of people.

The writer also urges the government to adopt necessary financial policies to help all individuals gain access to basic accommodation.
