CRI听力:Finance Ministers Meet ahead of APEC
Asia-Pacific Economic Cooperation finance ministers have meet in Beijing in the run-up to a leaders' summit in November as China calls for deeper cooperation.
Chinese Vice Premier Zhang Gaoli has urged a more integrated regional approach during his keynote speech, warning the regional economy is facing "serious challenges."
"We need to improve the coordination and dialogues on macro-economy policies, share policy information and conduct prompt and effective communications with the market so as to reduce the negative spillover effect out of policy adjustments."
Experts expect that Public-Private Partnerships, pairing government funding with private-sector investment, will be discussed during the up-coming APEC summit.
Liu Shangxi, Head of the Research Institute of Fiscal Science under the Ministry of Finance, suggests the PPP mode should be widely adopted in the infrastructure sector.
"The infrastructure construction period is relatively long. Now through the PPP mode, public and private capital can be raised through a special platform, which is a special fundraising company. The company will be responsible for managing the whole project."
He says PPP can optimize the management of such projects, and lower the risk of infrastructure investment.
Companies set up under the PPP mode are believed to be stronger in predicting risks compared to traditional financing platforms.
