At least 20 deaths are reported as a brutal winter storm has much of the US freezing, immobilized and without power. Three people were found dead after a tornado in North Carolina and four died in a house fire in Houston.

Up to 3 million people in Texas have gone 36 hours or longer without power. The winter storm knocked power plants offline earlier this week and officials say it's unclear when energy will be restored.

President Biden promised that a majority of elementary schools will be open five days a week by the end of his first 100 days in office. Biden took part in a cnn town hall in Milwaukee and said his massive COVID relief plan has broad public support.

A water main break flooded streets and submerged cars in North Philadelphia. And at least 11 people were rescued, mostly workers and customers trapped at a U-Haul facility.
