These will affect roughly 16 million people in Lombardy and 14 other provinces. In his announcement early on Sunday morning, the Prime Minister Giuseppe Conte described the measures as rigorous but necessary. We want to guarantee the health of our citizens. We understand that all these measures will create inconveniences. We understand that these measures will impose sacrifices, sometimes small and sometimes very big. But this is a time when we must take responsibility for ourselves. We need to understand that all of us need to adhere to the measures. Any travel in these areas will require special permission. All the measures, such as the closure of museums and cinemas were later be expanded to cover the rest of the country.

So they came to the judge asking an alternative punishment, a contribution to a local Paraguayan charity. But the judge absolutely refused this. She said both men would be held for an undetermined period while the case was properly investigated.
