Italy's government is planning a series of measures costing more than $11 billion to tackle the financial impact of the coronavirus outbreak. The Industry Minister told an Italian radio station that this would mean the country's budget deficit would likely rise. A member of Parliament for Milan says Italy was in an uNPRecedented situation and was taking uNPRecedented measures.

Tomorrow, we will have an emergency meeting on the parliament, allowing the government some emergency measures that include postponing payments, stopping mortgages for a while. It includes putting people on unemployment benefits. We are suggesting the business sector to behave as if it was August when almost all of Italy stops for holidays. We will do this now in March and we hope to be working in August. Italy has imposed its most stringent nationwide restrictions on public life since the Second World War.

Stock markets in Europe and Asia appear to be stabilizing after suffering huge falls on Monday. European stock markets opened higher following similar moves in Asia. In China, where there are more signs of business beginning to return to normal after the virus outbreak, the main Shanghai index posted an increase of nearly 2%. Hong Kong's Hang Seng and Tokyo's Nikkei both shook off initial sell-offs to end the trading day up.

Scientists in the United States says it takes about five days on average for people to start showing symptoms of the new coronavirus. Michelle Roberts has the details.

Most people who develop a coronavirus cough and fever, do so on around day five. Anyone who is symptom-free by day12 is unlikely to get symptoms, although they may still be infectious carriers. The researchers advise people who could be infectious whether they have symptoms or not to self isolate for 14 days to avoid spreading it to others. It's thought most people who get the infection will only have mild disease. Some will develop no symptoms at all.

Facebook has joined Twitter in adding a false information warning to adapted video in which the US Democratic presidential contender Joe Biden appears to endorse Donald Trump. Our correspondent Peter Bowes reports from Los Angeles.

The video from a campaign speech by Joe Biden was manipulated to make it sound like the former Vice President had said, "we can only re-elect Donald Trump." It is first released by a White House staff member and since being shared by Mr. Trump on his social media platforms. After pressure from Mr. Biden's campaign, the video on Facebook now comes with a warning saying it's partly false. For the first time in the firm's history, Twitter has added a 'manipulated media' cover-up to the footage under a new policy to police misleading content.
