Good afternoon. I'm Cory Kessler at the cnn Center in Atlanta. Here is your NOW IN THE NEWS update.

The US State Department says that North Korea has shut down its Yongbyon nuclear reactor. The announcement comes just hours after a delegation of UN inspectors arrived in the capital, Pyongyang, to oversee the shutdown. Earlier North Korea received a shipment of fuel oil, part of the agreement that would see North Korea abandon its main reactor.

British police have charged another doctor in connection with last month's failed terror attacks in London and Glasgow. Doctor Sabeel Ahmed is accused of having information which "he knew or believed may have prevented terrorism". British authorities have four other suspects in custody, and one of those had his period of detention extended.

Meanwhile Australian authorities have also charged Sabeel Ahmed's second cousin, another doctor, in connection with the attacks. Authorities say they believe Mohammed Haneef's involvement in the failed plot with "a matter of recklessness rather than intention".

Russia says it is quitting a key arms pact that limits troops and weapons deployed in Europe. President Vladimir Putin has signed a decree suspending Moscow's role in the
Conventional Forces in Europe Treaty. The move follows months of verbal sparring with Europe and the US on a range of issues including US plans for a missile shield in Central Europe.

And new wildfires are burning across parts of Washington State this morning. The new fires were started by strong lightning storms across eastern and central parts of the state. So far just one home has been destroyed. But up to 50 others are threatened. Hundreds of firefighters are spread out across the state, fighting the wildfires.
