[14:59.38]Interviewer(W): What are the advantages of E-education, Professor Gu?
[15:04.42]Professor Gu (M): There are at least four advantages.
[15:07.28]First, with access to the Internet, students can overcome barriers of space and time.
[15:13.41]For example,
[15:14.37]we can make educational resources in Beijing available to students in Xinjiang.
[15:19.03]Second is the easy access.
[15:21.73]For example, we can put multimedia resources libraries on the Internet
[15:26.98]and students can have access to these libraries just by clicking the mouse.
[15:31.36]The third advantage is the optimization of resources.
[15:34.74]For example, we can tape the lectures given by very prominent professors
[15:39.88]and broadcast them live in China and even in the entire world through the Internet.
[15:44.36]Because of these three advantages, there is another big advantage, that is,
[15:49.51]the Internet technology makes mass education possible. As you know,
[15:54.17]it is simply impossible for the whole population to receive education on campuses.
[15:59.00]It is impossible economically or otherwise.
[16:02.26]And this is where the greatest advantage of E-education lies.
[16:05.65]It offers mass education and education for lifetime.
[16:09.81]W: Can you briefly tell us the history of China’s E-education, Professor Gu?
[16:15.17]M: E-education in China started eight years ago
[16:18.90]when the Internet technology began to prevail.
[16:21.51]People realized that the Internet technology was more powerful than TV,
[16:26.10]because it really created the opportunities for students
[16:29.81]to interact with teachers and among themselves.
[16:32.98]In 1996 or later than that,
[16:35.73]the Ministry of Education initiated a piloting project
[16:39.39]using the Internet technology to promote education.
[16:42.69]W: My understanding is that an online education project may involve a large amount of money
[16:49.48]and yet most investors would expect a quick return for their investment,
[16:53.85]so how did you solve that problem?
[16:56.60]M: This is the lesson that lots of investors have to learn
[17:00.05]from this initial investment into online education program.
[17:03.00]Initially, they thought it might be possible to have a quick return of cash
[17:07.71]after the investment for one or two years. It is a misconception of online education.
[17:13.95]Sometimes, I used a metaphor of building a supermarket.
[17:17.55]If you want to build a supermarket, first of all, you have to have these infrastructures.
[17:23.57]On top of the building, you have to develop various goods that people like.
[17:28.38]It’s the same with education.
[17:30.08]You must realize you have to develop courseware that people really love.
[17:34.46]And it takes quite a long time to develop really good courseware.
[17:38.28]W: Then, how do you look at the so-called digital gap between the rich and the poor,
[17:44.19]between the urban areas and the rural areas in China?
[17:48.12]M: Actually, the Internet technology can bridge the gap between the poor and the rich.
[17:53.26]Take the development of the northwest China for example.
[17:56.67]I used to think it would be
[17:58.41]very difficult for the Internet to be widely accessible in those areas.
[18:02.48]But actually the government invested money and made the broadband Internet access possible
[18:07.61]in Guizhou and Gansu because the government realized
[18:11.22]it is impossible to have so many teachers in those areas.
[18:14.60]W: Perhaps the local officials in those areas are
[18:18.18]just attracted by the idea of E-education,
[18:21.12]but nothing has been seriously translated into action.
[18:25.71]M: You are right.
[18:26.92]The problem of local authority is that they have the technologies,
[18:31.18]but they don’t make good use of these technologies.
[18:33.57]So I think the biggest problem of online education in China
[18:37.94]is not the electric mind. It is the human mind.
[18:41.46]W: The biggest problem that E-education is confronted with
[18:46.49]is probably the development of good courseware. What are the difficulties involved?
[18:51.96]M: To me, the most difficult part of courseware development is that
[18:56.51]it is hard to develop courseware simply by putting in the concepts of learning process.
[19:01.53]We have to humanize technology. This is the greatest challenge in courseware development.
[19:08.20]W: I have a question about conducting examinations online.
[19:11.91]How do you make sure the results of the examinations are reliable online?
[19:17.82]M: This is a big question and the big headache for us at the moment.
[19:22.63]We have developed the online testing program.
[19:25.19]However, we can’t implement it
[19:27.38]because we have no way to check whether the examinee is the real examinee.
[19:31.44]So at this moment,
[19:33.14]we cannot do any serious online testing except for what we call “safe monitoring testing”.
[19:38.87]The students can test themselves for their own purpose and check their own progress.
[19:43.68]Any serious examinations have to be done in the traditional classroom.
[19:47.94]W: Given the problem of taking examinations online,
[19:52.21]how can you persuade your students to accept the online exam as a viable option?
[19:58.11]M: We have adopted the third party policy.
[20:01.38]By the third party it means we authorize the Examination Center
[20:05.23]under the Ministry of Education to conduct examinations for us.
[20:09.27]W: Professor Gu, two years from now
[20:12.24]I’d like to interview one of your degree-holders from Beiwai Online
[20:16.71]so that he or she may testify to the effects of online education.
[20:21.25]M: That would be a great idea and you are very welcome to do that.
