This is what Dubai does best. Spectacular celebrations mark the official openning of the world's tallest building. The Burj Bubai renamed the Burj Khalifa exploded like a giant firecracker. It officially stands at 828 metres tall. For Dubai the Burj Khalifa is another historic achievement. But to some, this glimming skyscraper is a symbol of Dubai's economic failure.

Its inaguration comes just weeks after Dubai told the world it needed time to repay part of its 85-billion-dollar debts. But the man behind the Burj insist, Dubai has nothing to hide.

"I have a business to run. And I have an icon, a global icon, a living city that we've created, and it's ready to be launched. And we are able to launch it. We owe to our customers, legally; we owe to our company, we owe to our city, and people we live in the city. So I am doing the right thing because that's the business I meant."

It has taken an army of 12,000 labours working day and night to complete this tower. Its architects described the 160 floors of apartments, offices and hotel as a vertical city.

Construction work began on the Burj Dubai at the height of the building boom back in 2004, so 6 years later, Dubai has the world's tallest building. It's also in the middle of its worst economic crisis.

There is talk of the Burj effect a ripple of real estate positivity that will spread from the epicentre to the rest of Dubai's devastated property market. And ultimately restore invest confidence. But there is no evidence to support that theory yet.

"Dubai has really come leaps and bounds over the last 10 years, establishing itself as a global location. And I think this is just doing the next step in that, what it means to you if you leave out other parts of Dubai, probablly, practically not that much. Or there is a fair good factor, it's a sentiment factor, but from a day to day perspective, probably not very much."

Inside the Glashah, there is unfinished work that needs to be completed before the first residents arrive in Feburary. The Burj's developers claimed 90% of its units being sold, but actual occupancy levels are understood to be much lower. Dubai has yet to emerge from the shadow of the economic crisis. And on December its credits will set the Burj as another example ofassets. But Dubai will use this architectual marvel as proof that it can deliver, even in the worst of times.
