中国的文化体制改革需要创新

Rapid economic expansion has brought both the blending of and clashes between cultures. The need to protect one’s cultural identity and forge a competitive industry is the focus of many CPPCC National Committee members.
快速的经济扩张带来文化间的交融和碰撞。必须保护一个人的文化认同和锻造一个有竞争力的产业成为许多政协委员关注的焦点。

Many feel inspired by Premier Wen Jiabao’s government work report. They say it’s a top-down commitment towards building a thriving cultural sector.
许多人受到温家宝总理的政府工作报告的鼓舞。他们表示，这是建立一个繁荣的文化产业的自上而下的承诺。

Jiang Kun, Cross Talk Performer, CPPCC Member, said, "The emphasis on promoting non-profit cultural services is impressive. Wen also stressed the need to create an atmosphere that promotes morality, integrity, dedication and harmony. As an artist, I feel obligated to be part of it.
政协委员、相声演员姜昆称：“强调促进非营利性的文化服务让人印象深刻。温总理还强调必须创造一个促进道德、正直、奉献、和谐的氛围。作为一名艺术家，我有义务成为其中一部分。”

Mei Baojiu, Peking Opera Performer, CPPCC Member, said,"Cultural issues are high on the agenda of this year’s two sessions. As a Peking Opera artist, I hope the government could provide funding and favorable policies for the protection, rather than over-exploitation, of cultural heritage."
政协委员、京剧演员梅葆玖称：“文化问题是今年两会的重要议程。作为一名京剧艺术家，我希望政府可以提供保护文化遗产而不是过度开采文化遗产的资金和有利政策。”

Downloading music has sparked concerns over intellectual property rights protection. CPPCC National Committee member and composer Xu Peidong says solutions are difficult because of so many vested interests.
音乐下载引发了对知识产权保护的担忧。全国政协委员、作曲家徐沛东表示，解决方法很难，因为有如此多的既得利益。

Xu Peidong, Coposer, CPPCC Member, said, "IPR protection might involve more than one department. There are likely to be obstacles. But without a legal framework, innovation will suffer and this will hurt the industry as a whole. "

Censorship could also get in the way of creative thinking. CPPCC National Committee member Feng Jicai believe it’s best to leave it to the critics rather than administrative departments.
审查也可能妨碍创造性思维。全国政协委员冯骥才认为，最好是将其留给评论家而不是行政部门。“

Feng Jicai, China Fed. of Literature and Arts VP, CPPCC Member, said, "Artists need a free and relaxed atmosphere to create, and too much fingerpointing is not going to help. Whereas some critical thinking can be inspiring."
政协委员、中国文学艺术界联合会副主席冯骥才称：“艺术家需要一个自由自在的氛围来创作，太多的指责是不会有帮助的。但是，一些批判性思维可以启发灵感。”

China will continue to transform for-profit cultural institutions into enterprises for economic benefits. But some say soft power is not based on material wealth.
中国会继续将以营利为目的的文化机构转变成以经济利益为目的的企业。但是一些人表示，软实力并不是建立在物质财富的基础上。

Ni Ping, Former TV Host, CPPCC Member, said, "Having a diploma does not equal being a civilized person. We should try to create an atmosphere where people value knowledge, not just marketable skills."
政协委员、原电视节目主持人倪萍称：“拥有一张文凭并不等于成为一名文明人。我们应该尝试创造一个人人重视知识，而不仅是适销技能的环境。”

"The cultural system reform aims to increase the competitiveness of the industry. Some of the roadblocks are censorship and a lack of effective IPR protection. Reform will have to clear these away so that China can export its values to the rest of the world."
“文化体制改革旨在提高文化产业的竞争力。审查和缺乏有效的知识产权保护是其中的一些障碍。改革将必须清扫这些障碍，让中国可以将其价值观念出口到世界其它地方。”
