政府将提升非政府组织在民事上的作用

As China continues reform its own economy, the government is now encouraging more Non-Governmental Organizations (NGOs) to participate in civil affairs and even take a stake in some public services.
随着中国继续进行经济改革,政府现在正鼓励更多的非政府组织(NGOs)参与民政事务,甚至是投资入股一些公共服务机构。

Helping the vulnerable - That’s how the social workers at this NGO, the Guangcai Eldercare Organization, usually start their day. And it’s devices like this that gets the elderly the help they need.
帮助弱势者——这常常是Guangcai Eldercare Organization这个非政府组织开始他们一天工作的方式。正是像这样的设备让需要帮助的老人获得帮助。

Li Ran, general director of Guangcai Eldercare Organization, said, “Once they click the button, we’ll answer their calls here at the center. Their profiles will show up on our system, including their medical histories and emergency contacts, and we’ll find out what they need, whether it’s housekeeping or medical care, we’ll respond within 2 minutes.”

China’s population is ageing fast, and care for the elderly is needed now more than ever. But the work by non-profits like Guangcai is not always understood by others. Few companies want to partner with them in providing care to the elderly, and even fewer are willing to offer their services for free.

Li Ran, general director of Guangcai Eldercare Organization, said, "We have provided care for more than 1.1 million elders in 27 cities. On average, roughly 400 calls are answered everyday. We help them contact services like housekeeping, laundry, food delivery and transport. Housekeeping companies could collect coupons from the elderly, which are given out by offices, but not others finding business partners who want to work with us is hard. "

And for many other NGOs in the country, restrictive policies, together with a lack of funding and trained personnel, turn it into an uphill struggle.

Having Non-Governmental Organizations participate in civil affairs is a practice that has long existed in the west. But it was not seen in China until the country’s economic reform and opening up policies. There are nearly half a million NGOs in China today, but despite the rapid growth, their development faces many challenges.
在西方,让非政府组织参与民政的做法由来已久。但是,在中国,直到改革开放之后才出现这种现象。现今,中国有近50万个非政府组织,他们的发展虽然快速,但却面临许多挑战。

However, that looks set to change, as the country’s decision makers recently vowed to boost grassroots organizations.

While delivering a keynote speech during a meeting on civil affairs, Premier Wen said: "China’s reform in terms of social management and public services has fallen short, failing to satisfy people’s expectations... the government should advance democracy in grassroots communities, develop China’s social welfare system and encourage social organizations and individuals to engage in charitable activities."
温总理在民政会议上发表的一个主题演讲中表示:“中国的社会管理和公共服务改革未达到预期目标,未能达到人们的期望…政府应该发扬基层社区民主、发展中国的社会福利制度、鼓励社会组织和个人参与慈善活动。”

But some experts say that is easier said than done. Kang Xiaoguang, director of NGO Research Center, Renmin University, said, "The government is sending out a very positive signal, but the there are still numerous difficulties. The public services NGOs could provide now are very limited, and the government’s management system is lagging way behind. For example, the government should set up funds specialized for acquiring services from non-profit organizations, as a way to provide financial support. There’s still a long way to go."
但是,一些专家表示,说的容易做的难。人民大学非营利组织研究所所长康晓光称:“政府发出了一个非常积极的信号,但是仍然有许多困难。现在,非政府组织可以提供的公共服务非常有限,政府的管理系统滞后。例如,政府应该成立获得非营利性组织服务的专项资金,作为提供财政支持的一种方式。还有一段很长的路要走。”

As the government is now encouraging NGOs to provide more public services, from disaster relief to social welfare programs, there are hopes of non-profits becoming more prominent in China.
